I know he got the mechanical and stayed on the track at least once, I am pretty sure the next lap he went off and we gave two to go after that. You have to remember how short this track is and even under yellow two laps doesnt last long-- especially with modifieds who pace a lot faster than, say, mini stocks.
Also Vogt did not come back out on the track, if the pits official says a car goes to their pits and not the hot lane, we don't give two laps.
and as Chad said, both the hobbys and modifieds had a LOT of early yellows which caused us to be right against the deadline. As for why he wasn't given the black at the begining of the caution, score keepers are calling down lineups, on track people are trying to move cars and untangle whoever wrecked, the flag man cant see every fender, theres only so many sets of eyes-- also the fender my have been getting worse as he went along and may not have been an issue at the start of the yellow. (not sure on the scenario, I personally did not see the fender until the on track officials started talking about it)
