Is it worth it to buy a transponder or rent one at a track?  I know chow is requiring them this year.  Is any other track requiring them for mod's?

Buy one.  More and more tracks are using them and the usage will only increase.  I suggest you buy the hard wired version- much better and no maintenance.  I had the removable version and always forgot to charge it.  The hard wired version is even cheaper.

its only for mods and maybe super stocks but i know for sure not hobbies

Hanford has used them in the past, this year??? I don't think much has changed but the people running it and the Track  ;) Can't wait to see it.

each track should have them for rent on race night or available to purchase.

You can also get them here.  If you do any racing whatsoever in the long haul, it's much easier on the wallet.  One time investment...a lifetime of transponder usage.

check with your track about what kind of system they are using.
there are a couple different kinds.
